The BBC never made a TV movie called Doctor Who and The Daleks.
In 1965 (less than 2 years after the original serial, not a few years), Regal Films International (not the BBC) released a film (theatrically, not on television) which was produced by AARU Productions (again, not the BBC).
This film was entitled &quot;Dr. Who and the Daleks,&quot; not &quot;Doctor Who and The Daleks.&quot;
It was not made to introduce more people to the serial, as you say, but to cash in on the enormous popularity that the Daleks were experiencing at the time.
